1.       Tax favorable policies
(1). CETZ fully implements all favorable policies of national economic and development zones and national new & hi-tech development zones.
The income tax on new & hi-tech enterprises ratified by Hunan Provincial Science and Technical Development shall be levied at the reduced rate of 15%. For newly-established hi-tech enterprises, the income tax is exempted for the first two years since its start of operation.
Production enterprises with an operational period of more than 10 years shall be exempted from corporate income tax for the first two years and to be taxed by half at the rate of 15% between the 3rd and the 5th year from the year when they start to make profits.
(2). The local part of value-added tax and income tax after deducting the cost sill be rewarded pro rata to automobile and engineering machinery supporting enterprises for 3 consecutive years since its start of operation.10-30% of that for those which have rent workshop in supporting parks in the Zones with an operational period of more than five years as well as 20% of that for those newly-established enterprises with the fixed assets investment of 1.5 million yuan per mu (1 mu about equals to 666.6m2) or the output value of more than 2.5 million yuan per mu.
(3). Fee of construction submission is RMB 25 yuan per square meter.
(4). CETZ is authorized to examine and approve the project with investment under USD 30 million directly.
(5). CETZ acts as an agency to provide whole package service for enterprises in project proposal approval , business license and tax registration , environmental protection , land use , planning and construction submission formalities and to carry out a “fee-free zone and totally immersed” management style.
2.       Finance and tax support
More than 10 domestic banks set up branches in the Zone. All those banks are willing to cooperate with Administrative Committee of CETZ in services and providing favorable finance support. Enterprises can get 50% of land value loan and 50% equipment value loan. Administrative committee of CETZ will help the enterprises to obtain favorable bank interest or the maximum credit loan.
